ci: disable playwright tracing for first test runs, to improve performance and reduce flakes (#15337)
This makes it so that in CI, Playwright does not collect traces for first test runs. Instead, those will only be collected for the first retry. Screenshots and videos are always disabled, as I don't think anyone uses those (traces are more useful). This should improve performance and reduce the amount of flakes
