Reorder repeated.rs and map.rs, and trivial cleanup on some trait bounds as a no-op.
The ordering of these files is chaotic, including impls above the struct definitions. Now the order is with the types in sequence: Repeated RepeatedView RepeatedMut RepeatedIter And the same for Map. PiperOrigin-RevId: 864319165
