DCHECK that the deprecated `(Get|Mutable)Repeated(Ptr)?Field` reflection APIs are not called on proxied repeated fields.

Eventually, the underlying representation of proxied repeated fields will diverge from these legacy containers, and it won't be possible to return a reference/pointer to them. Assert the incompatibility now to get ahead of Hyrum.
