gh-146092: Handle _PyFrame_GetFrameObject() failures properly (#146124)

* Fix _PyFrame_GetLocals() and _PyFrame_GetLocals() error handling.
* _PyEval_ExceptionGroupMatch() now fails on _PyFrame_GetLocals()
  error.
