Bump ip and socks

Removes [ip](https://github.com/indutny/node-ip). It's no longer used after updating ancestor dependency [socks](https://github.com/JoshGlazebrook/socks). These dependencies need to be updated together.


Removes `ip`

Updates `socks` from 2.7.1 to 2.8.3
