Allow nil test-bot env values

- Match `Test#test` and `Step` env types to `system_command` so test-bot
  can unset variables while Sorbet runtime checks are enabled.
- Cover the regression that failed when dependency installation passed
  `HOMEBREW_DEVELOPER` as nil.
