Switch Neon dependency to point to specific revision from forked repository

Replaces the Neon dependency's source URL to use a forked repository hosted at
kylemacomber/Neon, pinned to a specific commit (ce8d252) instead of a version.
This enables customization or fixes from the fork not present in the main repo.
