Ensure selection is scrolled post-layout via one-shot postLayoutAction

- Replace needsScrollToSelection flag with postLayoutAction callback and trigger
  needsLayout when set.
- Schedule scrollToVisible for selection changes and edits across select APIs.
- Execute and clear the action in layout(), ensuring scrolling occurs after
  layout/viewport updates to avoid timing issues.
