Refactor gutter width adjustment logic to reduce redundant checks and improve layout stability

Previously commented and duplicate logic for gutter width adjustment has been cleaned up.
Now the width is updated only when necessary and with proper tolerance checks,
preventing frequent layout invalidations during scrolling. This ensures the gutter
width only expands when required, preserving viewport layout stability.
