Expose contentFrame property to Plugins SPI and set GITHUB_TOKEN for git-cliff

- Annotated contentFrame in both STTextViewAppKit and STTextViewUIKit as
  @_spi(Plugins) to make it available to plugin implementers.
- Updated Makefile to inject GITHUB_TOKEN from GitHub CLI when running
  git-cliff for changelog generation.
