Fix warning about running external command in Tox

Fixes:

    WARNING: test command found but not installed in testenv
      cmd: /usr/bin/make
      env: /Users/benthorner/Documents/Projects/python-client/.tox/py36
    Maybe you forgot to specify a dependency? See also the allowlist_externals envconfig setting.
