build: make enableComponentPerformanceTrack dynamic for native-fb (#33560)

Make this flag dynamic, so it can be controlled internally.

## How did you test this change?

Build, observe that `console.timeStamp` is only present in FB artifacts
and `enableComponentPerformanceTrack` is referenced.
